Google 因濫用 Android 市場主導地位在南韓被罰 1.77 億美元

Google 要求製造商簽署的反碎片化協議在公平會看來影響了正常市場競爭。

據韓聯社報導，南韓公平會基於濫用 Android 市場主導地位影響正常競爭的理由，對 Google 開出了 1.77 億美元的罰單。在公平會看來，Google 要求 Samsung、LG 等製造商簽署反碎片化協議（不允許廠家自己開發、安裝 Android 分支系統）以保持 Android 使用權的做法，是在用不正當的手段阻礙對手的發展。

目前公平會正在確認該協議造成的影響是否能追溯到 2016 年，除了罰款以外，官方也禁止 Google 未來再向廠家提出簽署協議的要求，並通知其對已簽好的協議進行修改。在發給彭博和 CNBC 的聲明中，Google 稱 Android 的適配計畫其實加速了創新並改善了用戶體驗，對於包括南韓廠商在內的許多公司都是有益的。「南韓公平會的決定忽視了這些益處，這將破壞消費者一直以來享受到的優越體驗，Google 已決定提出上訴。」Google 這麼寫道。

在公平會宣佈處罰的同一天，南韓也正式開始實行新的電信業務法修正案。該修正案的核心內容之一，便是禁止 Google、Apple 等公司強制要求開發者使用其支付系統。
