Drop the Vista / Vienna comment aside, it's just a joke. Since Vienna is still a product-in-progress, there is no way to tell if Microsoft will really deliver their claims and bring it out late 2009.
So the really simple rule of deciding whether you should buy a new lappy or not is simple: How long do you consider an appropriate life span for a laptop? Or, after how many years of use do you find that there is no guilt of ditching your old laptop? If it's already passed the point of guilt, then happily find yourself a new laptop, forget about all this Vienna thingy, and enjoy your new laptop till you pass the next point of guilt.
